PSC directs public officers to file wealth declarations by December 31

Non-compliant officers will face disciplinary action starting January 2, 2026.

The Public Service Commission has directed all public officers under its jurisdiction to submit their declarations of income, assets and liabilities for the 2025 cycle before December 31.

In a statement released Thursday, November 13, PSC chief executive officer Paul Famba said the exercise commenced on November 1, and will run until the end of the year, following a public notice by the Ethics and Anti-Corruption Commission (EACC) published on November 12, 2025.

“Section 32(5) of the Conflict of Interest Act 2025 designates the Public Service Commission as the responsible body for administering declarations of income, assets, and liabilities,” Famba said.

The PSC oversees the process for principal secretaries, high commissioners, ambassadors, other diplomatic representatives and public officers under its appointive and disciplinary control, including advisors, personal staff and employees or members of state corporations that are public bodies.

The directive will be administered in line with existing laws until new instruments are enacted.

“Section 52(1) of COI provides that a statutory instrument made under the repealed act (POEA) shall remain in force so far as it is not inconsistent with and until revoked by a statutory instrument made under the Conflict of Interest Act, 2005,” Famba stated.

Authorised and accounting officers across ministries, state departments, state corporations, statutory commissions and authorities have been instructed to implement the exercise using the Administrative Procedures for the Declaration of Income, Assets and Liabilities under the 2016 Legal Notice No. 53.

Officers are required to make the prescribed declaration forms available in A3 paper format by November 20, 2025, and ensure that all public officers complete their declarations accurately. The forms can also be accessed on the PSC website.

All declarations must cover the officer, their spouse(s), and dependent children below 18 years of age.

Public organizations under the PSC are required to submit consolidated returns by December 31, accompanied by a forwarding letter signed by the accounting officer, a prescribed template and a copy of the October 2025 payroll.

Officers overseeing the process must verify all returns before submission to minimise rejections.

Famba warned that disciplinary action will be taken against cases of non-compliance, with proceedings expected to commence on January 2 and conclude by March 30, 2026.

Reports on sanctions imposed must reach the PSC by March 31, 2026.
