
Nairobi County Chief Officer for Environment, Geoffrey Mosiria./FILEOutspoken Nairobi County Chief Officer for Environment Geoffrey Mosiria has been moved to a new docket in the latest changes made by Governor Johnson Sakaja.
Mosiria will now be in charge of Citizen Engagement and Customer Service in the changes contained in a circular dated November 18, 2025, signed by Sakaja.
Acting County Secretary Godfrey Akumali has been moved from the Business and Hustler Opportunities docket to Housing and Urban Renewal.
Mosiria has been replaced by Hibram Otieno, who was, until yesterday, in charge of Medical Facilities, while Lydia Mathia moves from Housing and Urban Renewal to Business and Hustler Opportunity.
The former Environment boss has been vocal on matters touching his docket, conducting raids and operations to crack down on entities and individuals violating the law, while recording such episodes on his social media pages, such as TikTok.
“In accordance with Section 45(5) of the County Government Act 2012, the following County Chief Officers have been re-assigned. The changes take effect immediately,” Sakaja said in the memo referenced as changes in the county executive.
Tony Michael Kimani’s docket of Social Services has been renamed Social Services and Estate Management, while Sande Oyolo leaves Digital Economy and Start-ups to head Medical Facilities.
Wilson Gakuya has been moved from Smart Nairobi to Digital Economy and Start-ups, while Dr. Machel Waikenda of the Mobility docket has been given ICT Infrastructure in an acting capacity, in addition to retaining his docket.
Producer Clement Rapudo, popularly known as Clemo, exits the City Culture, Arts and Tourism docket to head Smart Nairobi, with Zipporah Mwangi concluding the list of ten changes as she replaces Rapudo.
Sakaja’s reshuffle came on the same day his office announced the creation of six administrative units referred to as Boroughs, aimed at ensuring effective service delivery for Nairobi residents.
Under the new structure, Nairobi County will be governed through six newly established Boroughs, each led by a Borough Manager.
The Central Borough, covering Starehe, Mathare, and Kamukunji, will be managed by Charles Mabonga, with a service center at City Hall.
The Eastern Borough, covering Embakasi North, Embakasi West, and Embakasi Central, will be led by George Muga, headquartered at the Sub County Administrator’s office in Umoja I.
Janet Kimeu was appointed to manage the Western Borough, which includes Westlands, Dagoretti North, and Dagoretti South, with a service center at City Park.
The South Eastern Borough, covering Embakasi South, Embakasi East, and Makadara, will be managed by John Saruni from the Huduma Centre in Makadara. Dabasso Wario will head the Southern Borough, covering Kibra and Lang’ata, based at the Social Hall.
The Northern Borough, including Kasarani, Ruaraka, and Roysambu, will be managed by Serah Gichamba, headquartered at Gatharaini grounds.
Governor Sakaja described the move as a transformative step toward decentralising County functions and reforming governance in Nairobi.
He said the appointments and administrative changes will ensure that local services are more responsive and accessible to residents, reducing bottlenecks and improving efficiency.
