Beyond State House: How county contests will shape 2027 election
Outcomes of titanic contests in counties are likely to have a bearing on the presidential election.

Forget the State House race. Some of the fiercest political battles are already taking shape far away from the presidential arena.
Across Kenya, county contests are increasingly becoming the theatres where national alliances are being forged, tested and, in some cases, broken. Unlike previous election cycles where attention largely focused on presidential candidates, the 2027 contest is shaping up as a battle of county power centres.
Governors seeking second terms, political heavyweights eyeing county seats, and ambitious regional kingpins are turning county races into high-stakes contests. Political observers hold that the outcomes of these titanic battles could significantly influence the 2027 presidential election.
The new twist is that governors are positioning themselves as political brokers capable of delivering votes, resources and campaign networks to national coalitions. Whoever controls key counties will enjoy a strategic advantage in the race to State House, political analysts say.
Several counties have already emerged as battlegrounds.
Kiambu
No county better illustrates the changing political landscape than Kiambu, with its large voter population and strategic location within the Mt Kenya region. The county has one of the most fiercely contested governor races in the country.
Governor Kimani Wamatangi is expected to seek a second term but faces growing political headwinds amid shifting alliances within the region. The fallout between President William Ruto and former Deputy President Rigathi Gachagua has altered the political calculus.
ICT Cabinet Secretary William Kabogo is quietly plotting a comeback, with Gachagua's DCP party also fronting businessman John Mwaura to take on Wamatangi. Thika Town MP Alice Ng'ang'a, an equally notable force in the county, has also scaled up her activities, pointing to a looming bruising battle. The crowded field also features familiar names such as former Governor James Nyoro and Thika Town MP Patrick Wainaina (Wa Jungle).
An anti-Ruto movement is threatening to reshape traditional voting patterns, with the President's allies in the crosshairs. Analysts have identified Kiambu among counties where incumbents could face difficult re-election battles as national rivalries spill into local contests.
Nakuru
Nakuru has a unique demographic mix, making it a critical county in any national political equation.
Governor Susan Kihika faces a difficult re-election campaign amid criticism from opponents, among them Senator Tabitha Karanja. The changing political alliances in the Rift Valley and Mt Kenya regions have arguably made things worse. Political observers cite the collapse of the once formidable Kikuyu-Kalenjin political alliance as complicating the governor's path to re-election.
Adding to the intrigue is speculation that former governor and current Trade CS Lee Kinyanjui could make a return to county politics, setting up a showdown. The race also includes prominent figures like Geoffrey Gitau Mwangi, who is among those seeking to disrupt the two-horse dynamic.
Meru
Meru remains politically volatile following the dramatic impeachment of Governor Kawira Mwangaza.
Governor Isaac Mutuma, who succeeded Mwangaza, has already declared his intention to seek a fresh mandate in 2027. Even so, the race is shaping up to be a high-stakes contest featuring former CS Peter Munya, former CS Mithika Linturi, Senator Kathuri Murungi, and Godfrey Mwika. The latter was unveiled by Martha Karua as the People's Liberation Party (PLP) candidate.
Mwangaza has also vowed to seek revenge in 2027 following her ouster, as the aftershocks of the impeachment continue to shape local politics.
Meru's importance lies in its ability to influence voting patterns across the larger Mt Kenya East region. Political camps allied to both President Ruto and Gachagua are already investing heavily in the county. Deputy President Kithure Kindiki has actively countered DCP's moves by hosting large delegate assemblies in the area to sell the two-term agenda.
Kakamega
In Western Kenya, Kakamega and Bungoma are emerging as the most consequential county battles.
In Kakamega, Governor Fernandes Barasa is expected to face a formidable challenge from a crowded field of contenders that could include Senator Boni Khalwale. Also in the race are former Senator Cleophas Malala and Woman Representative Elsie Muhanda, with internal rivalries also playing against the incumbent. Malala has asked Khalwale to stay away from the race, arguing that it was time for a fresh face in the county's top seat.
Kakamega remains the largest county in Western Kenya and a key determinant of political influence in the region.
In neighbouring Bungoma, the competition is shaping into a three-horse race featuring Kimilili MP Didmus Barasa, Westlands MP Tim Wanyonyi, and former Governor Wycliffe Wangamati.
Kisii
Kisii is increasingly becoming visible nationally and steadily shaping into one of the most strategic counties in opposition politics.
Governor Simab Arati is expected to face off with an old foe in former Education CS Ezekiel Machogu. Senator Richard Onyonka has also entered the race. Observers say Jubilee Deputy Party leader Fred Matiang'i is a key factor that will define the race, with Arati facing the uphill task of upsetting the wave around the ex-Interior CS. Machogu has aligned himself with the Jubilee Party and has garnered traction in local opinion polls. Onyonka has also secured the endorsement of the Edwin Sifuna-led Linda Mwananchi movement.
Several national political actors seeking to control Kisii — viewed as a critical swing vote in a closely contested presidential race — are expected to influence the governor race.
Mombasa
At the Coast, Mombasa and Kilifi counties are increasingly becoming the centres of focus.
Mombasa Governor Abdulswamad Nassir's stewardship will come under intense scrutiny as rival camps seek to regain influence in the county. Mining CS Hassan Joho arguably has a strong influence on the region's vote, with the latter said to be keen on Suleiman Shahbal as his choice for the county's top seat. The two have been going around the region together, sparking speculation that their renewed camaraderie has everything to do with the county race.
Mombasa defines Coast politics in a big way and is often seen as a bellwether for political trends across the region.
In Kilifi, Governor Gideon Mung'aro is consolidating his position as one of the Coast's most influential political figures. He will face off with ex-CS Aisha Jumwa, who is seeking the seat under Amason Kingi's PAA party. Also in the race is Nairobi-based advocate George Kithi. Current speaker Jimmy Kahindi is also raring to go for the seat under President William Ruto's United Democratic Alliance party.
Homa Bay
Homa Bay is increasingly attracting attention due to the growing influence of Governor Gladys Wanga.
As ODM chairperson, Wanga occupies a unique position that straddles county and national politics. She has received endorsements from key leaders. However, she faces stiff competition from her estranged deputy, Oyugi Magwanga, who has vowed to use his wide networks to unseat her. Magwanga commands a huge following in the county and nearly toppled former Governor Cyprian Awiti in 2017 when he ran as an independent candidate.
Nairobi
No county carries greater symbolic and political significance than Nairobi, where Governor Johnson Sakaja is expected to face intense competition.
Embakasi East MP Babu Owino is among the key rivals lining up to challenge Sakaja, with DCP preparing to front Embakasi North MP James Gakuya. Their bids could set the opposition up for a tussle, considering that both are in the anti-Ruto movement.
Kasarani MP Ronald Karauri has also declared interest in the seat even as more big names are expected to emerge.
Analysts have already identified the county as one where anti-incumbency pressures could shape the 2027 race. Beyond county leadership, Nairobi remains a key platform for politicians with national ambitions.
Vihiga
Beyond the traditional political hotspots, Vihiga is quietly emerging as an influential battleground, making it a focal point of Western Kenya politics.
Area Senator Godfrey Osotsi, a leading figure in the Linda Mwananchi movement is increasingly being mentioned as a frontrunner in the county's gubernatorial succession politics. The machinations are touted as clouding the bid by Emuhaya MP Omboko Milemba to succeed incumbent Wilberforce Otichillo who retires next year.
Siaya
Governor James Orengo faces a crowd of big names led by his deputy, William Oduol. Speaker George Okode and former Rarieda MP Nicholas Gumbo are also pitching their bids. Movement for Democracy and Growth (MDG) leader and Ugenya MP David Ochieng's bid has also raised the stakes. Orengo's presidential ambition is said to have given the race a new twist.
INSTANT ANALYSIS
Governors are no longer merely county administrators. With control over grassroots networks, development agendas and local political machinery, they are becoming indispensable players in national politics. Their endorsement, mobilisation capacity and regional influence could prove decisive in a closely contested 2027 election.
